Cake Layers
- 2 ½ cups all-purpose flour
- 2 ½ tsp baking powder
- ½ tsp salt
- 1 cup unsalted butter, softened
- 2 cups granulated sugar
- 4 large eggs
- 1 tbsp vanilla extract
- 1 cup whole milk
Blue Frosting
- 1 cup unsalted butter, softened
- 4 cups powdered sugar
- 2–3 tbsp milk
- 1 tsp vanilla extract
- Blue gel food coloring, as needed

- Assorted cookies (such as Oreos, chocolate chip cookies, or sandwich cookies), enough to decorate the cake
- Prepare Cake Layers: Preheat the oven to 350°F (175°C). Grease and flour three 8-inch round cake pans. In a medium bowl, whisk together flour, baking powder, and salt. In a large bowl, cream butter and sugar until light and fluffy. Add eggs one at a time, beating well after each addition. Mix in vanilla. Alternately add the flour mixture and milk to the butter mixture, beginning and ending with flour, mixing until just combined. Divide batter evenly among the pans.
- Bake Cake Layers: Bake the cake layers in the preheated oven for 25-30 minutes or until a toothpick inserted into the center comes out clean. Remove from oven and allow to cool in pans for 10 minutes. Then remove cakes from pans and transfer to wire racks to cool completely.
- Make Blue Frosting: In a large bowl, beat softened butter until creamy. Gradually add powdered sugar, about 1 cup at a time, beating well after each addition. Add vanilla extract and 2 tablespoons of milk; continue beating until light and fluffy. Add blue gel food coloring a little at a time until the desired vibrant blue color is achieved. Add more milk if frosting is too stiff.
- Assemble the Cake: Place one cake layer on a cake stand or plate. Spread an even layer of blue frosting on top using a spatula. Repeat with the second layer and third layer, frosting the top and sides of the entire cake.
- Decorate with Cookies: Press assorted cookies into the frosting around the sides and top of the cake creatively to mimic Cookie Monster’s love for cookies. You can stack some cookies, crumble others, or create eyes and a mouth for added fun.
- Chill Before Serving: Refrigerate the cake for at least 30 minutes to set the frosting and allow flavors to meld. Remove from fridge about 15 minutes before serving for best texture and flavor.
